İki Toplumlu Barış İnisiyatifi olarak yeni geçiş noktalarının açılması talebimizle, ara bölgede 27 Mayıs 2023 Cumartesi günü eylem gerçekleştirildi.

Eylemimizde Kıbrıslı Türkler kuzeyden, Kıbrıslı Rumlar ise güneyden eş zamanlı olarak Ledra Palas geçiş noktasına yürüyerek, ara bölgedeki Dayanışma Evi’nde buluşuldu.
Eylemimize “Kıbrıs’ta Barış Engellenemez” sloganı atıldı, şarkılar söylendi. Yeni geçiş noktalarının açılması, geçiş işlemlerinin kolaylaştırılması ve iki bölgeli iki toplumlu federasyon çerçevesinde Kıbrıs’ın yeniden birleşmesi taleplerimizi bir kez daha dile getirdik.
Ortak Açıklama
İlk geçiş noktasının açılmasından yirmi yıl sonra, dikenli teller Kıbrıs’ı ikiye bölmeye devam ederken, geçiş noktaları insanların günlük yaşamlarında önemli hale geldi.
Her gün binlerce insan iş, eğitim, sağlık, ekonomik faaliyet ve aynı zamanda uzlaşı süreci çerçevesinde ortak programlar ve etkinlikler planlamaya yönelik işbirlikleri ve sosyal buluşmalar nedenleriyle bu noktalardan geçiyor. Siyasi gelişmeler ve geçiş noktalarına komşu bölgelerin ekonomik refahı açısından önemli bir unsur olan geçişler toplumlar arasındaki temasları mümkün kıldı ve kolaylaştırdı. O zamandan beri, hayal kırıklığı yaratan siyasi gelişmelere rağmen, Kıbrıslı Türklerin ve Kıbrıslı Rumların cesareti kırılmadı ve birbirleriyle görüşmeye devam ediyorlar.
Ancak mevcut geçiş noktaları insanların ihtiyaçlarını karşılayamıyor. İşlemler ve gereksiz prosedürler, geçişlerde daha fazla engel yaratıyor, bu nedenle uzun kuyrukların ve bürokrasinin azaltılması için basitleştirilmiş ve sonuç verici prosedürlere acilen ihtiyaç duyuluyor.
Ama sadece bu adımların atılması yeterli değildir. Çeşitli nedenlerle kuzeyden güneye veya tersi yönde geçmesi gereken ve sayıları giderek artan insanlara kolaylık sağlanması amacıyla hem yayalar hem de araçlar için daha fazla geçiş noktasının açılmasına ihtiyaç vardır. Kıbrıs genelinde bundan etkilenen insanlar daha fazla geçiş noktası açılması taleplerini dile getirmektedirler. Bu ihtiyaç yetkililer tarafından da kabul edilmekle birlikte bu konuda acilen bir kararın alınmamış olduğu da görülmektedir. BM Güvenlik Konseyi son kararında, “… tarafları toplumlar arası iletişimin önündeki mevcut engelleri azaltmaya çağırdı”.
Bu ortak açıklamayı imzalayan tüm örgütler ve gruplar, tüm Kıbrıs’ta geçiş noktaları açılması için azami baskıyı uygulamak üzere birlikte çalışmaya kararlıdır. Lefkoşa’da, Lurucina/Athienu ve ayrıca Kokkina (Erenköy) bölgelerinde ve muhtemelen diğer bölgelerde de yayalar ve araçlar için yeni geçiş noktaları hakkında görüşmeler devam etmektedir.
Kıbrıslıların tümünün günlük yaşamını iyileştirmek ve tüm alanlarda işbirliğini geliştirmek için birlikte çalışmayı sürdürürken, nihai hedefe, yani Kıbrıs’ta barışçıl bir gelecek için sürdürülebilir bir perspektifi sağlamanın tek yolu olan Kıbrıs sorununun çözümüne ve adamızın siyasi eşitliğe dayalı iki bölgeli iki toplumlu bir federasyon çerçevesinde yeniden birleştirilmesine odaklanmaya devam ediyoruz.

Κοινή Ανακοίνωση
Είκοσι χρόνια μετά το άνοιγμα του πρώτου σημείου διέλευσης, με τα συρματοπλέγματα να εξακολουθούν να κρατούν την Κύπρο διαιρεμένη στα δύο, τα σημεία διέλευσης έχουν γίνει σημαντικά στην καθημερινότητα των ανθρώπων.
Χιλιάδες άνθρωποι διέρχονται καθημερινά για λόγους εργασίας, εκπαίδευσης, υγείας, κοινά προγράμματα, οικονομικές δραστηριότητες αλλά και για κοινωνική συνεύρεση και συνεργασίες για να προγραμματίσουν δράσεις μέσα στα πλαίσια της διαδικασίας συμφιλίωσης. Οι διελεύσεις επέτρεψαν και διευκόλυναν τις επαφές μεταξύ των κοινοτήτων -ένα κρίσιμο στοιχείο όσον αφορά τις πολιτικές εξελίξεις και την οικονομική ευημερία των περιοχών που γειτνιάζουν με τα σημεία διέλευσης. Από τότε, και παρά τις απογοητευτικές πολιτικές εξελίξεις, οι Τουρκοκύπριοι και οι Ελληνοκύπριοι δεν έχουν αποθαρρυνθεί και συνεχίζουν να συναντιόνται μεταξύ τους.
Τα σημερινά σημεία διελεύσεων δεν μπορούν να ανταποκριθούν στις ανάγκες των ανθρώπων που διακινούνται. Οι διατυπώσεις και οι περιττές διαδικασίες δημιουργούν περαιτέρω εμπόδια στις διελεύσεις, ως εκ τούτου είναι επιτακτική η ανάγκη για απλουστευμένες και αποτελεσματικές διαδικασίες, ώστε να μειωθούν οι μεγάλες ουρές και η γραφειοκρατία.
Αλλά τα μέτρα αυτά δεν είναι επαρκή. Απαιτούνται περισσότερα σημεία διέλευσης τόσο για τους πεζούς όσο και για τα οχήματα, για να διευκολυνθεί ο αυξανόμενος αριθμός των ανθρώπων που χρειάζεται, για διάφορους λόγους, να διακινηθούν από το βορρά στο νότο και αντίστροφα. Υπάρχει μια συνεχώς αυξανόμενη πίεση από τους ανθρώπους που επηρεάζονται σε ολόκληρη την Κύπρο, για να ανοίξουν περισσότερα σημεία διελεύσεων. Η ανάγκη αυτή έχει αναγνωριστεί από τις αρχές, αλλά δεν φαίνεται να έχουν ληφθεί άμεσες αποφάσεις. Το Συμβούλιο Ασφαλείας του ΟΗΕ, στην πιο πρόσφατη απόφασή του, “… προέτρεψε τις πλευρές να μειώσουν τα υφιστάμενα εμπόδια στη δικοινοτική επικοινωνία”.
Όλες οι οργανώσεις και οι ομάδες που συνυπογράφουν αυτή την κοινή δήλωση είναι αποφασισμένες να συνεργαστούν για να ασκήσουν τη μέγιστη δυνατή πίεση προς την κατεύθυνση της επίτευξης ανοίγματος σημείων διελεύσεων σε ολόκληρη την Κύπρο. Σχετικές συζητήσεις βρίσκονται σε εξέλιξη στη Λευκωσία (για πεζούς και οχήματα), στην περιοχή Αθηένου/Λουρουτζίνας, καθώς και στην περιοχή Κοκκίνων και πιθανόν και σε άλλες περιοχές.
Ενώ εργαζόμαστε από κοινού για τη βελτίωση της καθημερινής ζωής όλων των Κυπρίων και την προώθηση της συνεργασίας σε όλους τους τομείς, παραμένουμε επικεντρωμένοι στον τελικό στόχο, δηλαδή τη λύση του Κυπριακού προβλήματος και την επανένωση του νησιού μας στο πλαίσιο μιας διζωνικής, δικοινοτικής ομοσπονδίας, με πολιτική ισότητα, ως τον μόνο τρόπο για να διασφαλίσουμε μια βιώσιμη προοπτική για ένα ειρηνικό μέλλον στην Κύπρο.

Joint Statement
Twenty years after the opening of the first crossing point, with the barricades still keeping Cyprus divided in two, the crossings have become significant in the daily lives of people. Thousands of people cross daily for work, education, health reasons, joint projects, business but also for socialising, collaborating and planning actions within the framework of the reconciliation process. The crossings have enabled and facilitated contact between the communities —a crucial element in the political developments and the economic prosperity of the areas adjacent to the checkpoints. Despite the disappointing political developments since then, Turkish Cypriots and Greek Cypriots have not been discouraged from meeting with each other.
The current checkpoints fail to meet the needs of people crossing. Formalities and unnecessary procedures create further obstacles at the crossings, hence there is an urgent demand for simplified and effective procedures, to reduce long queues and bureaucracy.
But these measures are not enough. More crossings are required both for pedestrians and vehicles, to facilitate the growing numbers of people needing to cross from north to south and vice versa for various reasons. There is an ever-growing pressure from people affected all across Cyprus to open more checkpoints. This need has been recognised by authorities but no immediate decisions seem to be forthcoming. The UN Security Council, in its most recent decision, “… urged the sides to reduce existing barriers to intercommunal contact.”
All the organisations and groups co-signing this joint statement are determined to work together to exercise maximum pressure towards achieving the opening of checkpoints all over Cyprus. Relevant discussions have been ongoing in Nicosia (for pedestrians and vehicles), the Athienou/Louroudjina area, as well as Kokkina/Erenköy and possibly other areas.
While working together to improve everyday life for all Cypriots and promote collaboration in all areas, we remain focused on the ultimate goal, i.e. the solution of the Cyprus Problem and the reunification of our island in the framework of a bi-zonal, bi-communal federation with political equality, as the only way to secure a viable prospect for a peaceful future in Cyprus.
