İki Toplumlu Barış İnisiyatifi – Birleşik Kıbrıs, 16 Temmuz Cuma günü, saat 11:00’de, Ara Bölge’deki Dayanışma Evi’nde Kıbrıs Sorunu ile ilgili basın toplantısı gerçekleştirdi.
Ortak Açıklama
Ülkemizin bölünmüşlüğünün devamı, ekonomik sıkıntılar, Akdeniz’de süregelen gerginlik,
silahlanma, savaş tehlikesi, göçler ve acılar, Kıbrıs sorununun devam etmesinin yarattığı acı
gerçeklerdir.
Kıbrıs’ta yaşayan toplumlar olarak, savaşın bedelini, kanımız, gözyaşımız ve acılarımızla
ödedik ve ödemeye devam ediyoruz. Barışın bir insanlık erdemi olduğuna inanarak,
ülkemizin, karşılıklı saygıya dayalı, siyasi eşitlik temelinde iki toplumlu, iki bölgeli, tek
egemenliği, tek vatandaşlığı ve tek uluslararası temsiliyeti olan federal yapıda yeniden
birleşmesi talebimizi vurgulamak istiyoruz.
Bu talep, iki toplum arasında yıllardan beri Birleşmiş Milletler’in arabuluculuğunda devam
eden görüşmelerin bir sonucudur. Bu sonuca ulaşmak kolay olmadığı gibi, federal çözümden
başka bir çözüm modeli gerçekçi değildir.
Kıbrıs’taki iki toplumun geleceği ortaktır. Yeni nesillere barış içinde federal birleşik bir Kıbrıs
bırakarak ülkemize ve bölgemize istikrar kazandırabiliriz. Barışın silahla, askerle olmayacağını yaşayarak öğrendik. Gerginlik politikaları, provokasyonlar, görüşme masasından kaçmak ve karşılıklı suçlama oyunları çözüme katkı koymaz. Maraş’la ilgili yapılan çıkışlar çözüme yardım etmediği gibi, BM Güvenlik Konseyi kararlarına da aykırıdır ve adamızın kalıcı bölünmesine hizmet eder.
Doğal felaketlerle ortak mücadele etmek, Covid-19 salgını ile mücadelede birlikte hareket
etmek, geçiş kapılarında kolaylık sağlamak, suçlara karşı ortak mücadele yürütmek, eğitim
sistemlerindeki şövenist, milliyetçi ve ırkçı söylemleri ortadan kaldırmak ve Kapalı Maraş
konusunda Birleşmiş Milletler’in kararlarına bağlı kalmak, çözüme giden yolda önemli
adımlar olacak ve toplumlararasındaki güven duygusunu artıracaktır.
Maraş konusunu siyaset ve seçim malzemesi yapmak, hidrokarbon kaynakları konusundaki
paylaşımı gerginlik ve savaş nedeni haline getirmek hiç kimseye fayda sağlamayacaktır.
Gerginlik politikaları, ülkemizde silahlanmanın artması ve adamızın garnizon haline
getirilmesi demektir.
Bu gerçeklerden hareketle, Kıbrıs’ta yaşayan tüm toplumların 47 yıl önce garantör
Yunanistan’daki faşist cuntanın organize ettiği askeri darbe ve ardından ülkemizin
bölünmesini getiren garantör Türkiye’nin askeri müdahalesinin yarattığı statükodan zarar
gördüğünü hatırlatır, bugünkü ayrılıkçı statükonun ortadan kaldırılması gerektiğini vurgularız.
Tarafları, 2017 yılına kadar elde edilmiş olan; zirve toplantılarında varılan yakınlaşmalar, iki
liderin ortak deklarasyonu, Guterres Çerçevesi ve Birleşmiş Milletler kararlarında da geçen İki Bölgeli, İki Toplumlu, tek egemenliği, tek vatandaşlığı ve tek uluslararası temsiliyeti olan
Avrupa Birliği üyesi bir “Birleşik Federal Kıbrıs” temelinde, Kıbrıs sorununa kapsamlı bir
çözüm ortaya koymak için bir an önce görüşme masasına davet eder, gerginlik yaratacak
eylemlerden kaçınmaya çağırırız.

Joint Declaration
The continuation of the division of our country, economic hardship, the ongoing tension in the Mediterranean region, the armaments race, the risk of war, migration related issues and suffering are the sad realities caused by the continuation of the Cyprus problem.
As communities living in Cyprus, we paid the price of war with our blood, tears and pain and we continue to do so. Believing that peace is a virtue, we would like to emphasize our demand for the reunification of Cyprus in a Bi-zonal, Bi-communal Federation with a single sovereignty, single international personality and single citizenship with mutual respect and political equality as defined by UN resolutions.
This has been the outcome of the ongoing negotiations between the two communities throughout the years carried out under the auspices of the United Nations. It has not been easy to arrive at this common understanding , and any other solution model other than the federal solution is unrealistic.
The future of the two communities in Cyprus is common. We can bring about stability in our country and our region through a peaceful United Federal Cyprus for the benefit of the generations to come. We have learned by experience that peace cannot be achieved with guns or soldiers. Tension policies, provocations, avoidance of the negotiating table and mutual blame games do not contribute to the solution. The actions taken about Varosha do not help the solution, they also contradict the UN Security Council resolutions and serve the permanent division of our island.
Combating natural disasters together, acting together in the fight against the Covid-19 epidemic, facilitating crossing, cooperating in fighting crime, eliminating chauvinist, nationalist and racist discourses in educational systems and adhering to the decisions of the United Nations on the subject of Varosha will be important steps on the way to a solution and will increase the sense of trust between the communities.
Exploiting the Varosha issue for political and electoral ends, and turning the sharing of hydrocarbon reserves into a cause of tension and war will not provide any benefit for anyone. Tension policies result in an increase of the armaments race in our country turning our island into a military camp.
With these facts in mind , we remind that all communities living in Cyprus have suffered from the status quo created by the military coup organized by the fascist Greek junta 47 years ago and the military intervention of Turkey that brought about the division of our country, and we emphasize that the current separatist status quo must come to an end.
We call upon the leaders to resume the negotiations process for a comprehensive solution of the Cyprus problem immediately, on the basis of an EU Member Bi-zonal, Bi-Communal “United Federal Cyprus” with single sovereignty, single citizenship and single international personality, as stated in the United Nations resolutions and from the point it stopped in 2017; therefore with the convergences reached by the two sides, the Joint Declaration of the two leaders and the Guterres Framework, and call on them to avoid actions that will create further tension.

Η συνέχιση της διαίρεσης της πατρίδας μας, οι οικονομικές δυσχέρειες, η συνεχιζόμενη
ένταση στην ανατολική Μεσόγειο, οι εξοπλισμοί, ο κίνδυνος πολεμικής σύρραξης, το μεταναστευτικό και ο πόνος συναποτελούν τη θλιβερή πραγματικότητα που προκαλείται από τη συνέχιση του Κυπριακού προβλήματος.
Έχουμε, σαν κοινότητες της Κύπρου, πληρώσει το βαρύ τίμημα του πολέμου με αίμα, δάκρυα και πόνο και συνεχίζουμε ακόμα να πληρώνουμε. Πιστεύοντας στην ειρήνη σαν υπέρτατη αξία, θέλουμε να υπογραμμίσουμε την απαίτηση μας για επανένωση της Κύπρου σε μια Διζωνική, Δικοινοτική Ομοσπονδία με μια κυριαρχία, μια διεθνή προσωπικότητα και μια ιθαγένεια με αμοιβαίο σεβασμό και πολιτική ισότητα όπως αυτή ορίζεται στα ψηφίσματα των ΗΕ.
Αυτό είναι το αποτέλεσμα μακρόχρονων διαπραγματεύσεων μεταξύ των δύο κοινοτήτων υπο την αιγίδα του ΟΗΕ. Η επίτευξη της κοινής αυτής συναντίληψης δεν απετέλεσε εύκολη υπόθεση και η στροφή προς αναζήτηση άλλων μοντέλων λύσης πέραν της Ομοσπονδίας αποτελεί μια μη ρεαλιστική προοπτική.
Το μέλλον των δύο κοινοτήτων στην Κύπρο είναι κοινό. Μπορούμε να φέρουμε την σταθερότητα πίσω στη πατρίδα μας και στην γύρω περιοχή μέσα από μια ειρηνική επανενωμένη ομόσπονδη Κύπρο για το καλό των μελλοντικών γενεών. Έχουμε μάθει μέσα από τις εμπειρίες του παρελθόντος πως η Ειρήνη δεν μπορεί να επιτευχθεί με στρατιωτικά μέσα. Πολιτικές έντασης, προκλήσεις, αποφυγή διαπραγμάτευσης και προσφυγή σε αμοιβαία παιχνίδια επίρριψης ευθυνών δεν μπορούν να συνεισφέρουν οτιδήποτε προς τη κατεύθυνση της Λύσης. Οι κινήσεις στα Βαρώσια δεν υποβοηθούν την επίτευξη Λύσης αλλά αντίκεινται στα ψηφίσματα του Συμβουλίου Ασφαλείας του ΟΗΕ και οδηγούν προς μόνιμο διαχωρισμό του νησιού.
Αντιμετωπίζοντας από κοινού φυσικές καταστροφές, εργαζόμενοι μαζί για την αντιμετώπιση της πανδημίας του Covid-19, υποβοηθώντας τη διάβαση των ανθρώπων από τη μια μεριά στην άλλη, συνεργαζόμενοι ενάντια στο έγκλημα, εξαλείφοντας τη σωβινιστική, εθνικιστική και ρατσιστική ρητορεία από τη παιδεία, και εφαρμόζοντας τις αποφάσεις των Ηνωμένων Εθνών στο θέμα των Βαρωσίων θα αποτελέσουν σημαντικά βήματα στο δρόμο προς την Λύση και θα ενισχύσουν το αίσθημα εμπιστοσύνης μεταξύ των κοινοτήτων.
Εκμεταλλευόμενοι το θέμα των Βαρωσίων για πολιτικούς και προεκλογικούς σκοπούς και μετατρέποντας το μοίρασμα των αποθεμάτων υδρογονανθράκων σε αιτία έντασης και πολέμου δεν θα ωφελέσει κανένα. Οι πολιτικές έντασης καταλήγουν σε επέκταση της στρατικοποίησης της χώρα μας μετατρέποντας το νησί μας σε απέραντο στρατόπεδο.
Με αυτά υπόψη θα πρέπει να διατηρούμε στη μνήμη μας πως οι κοινότητες που ζούμε στη Κύπρο, έχουμε υποφέρει από το status quo που προκλήθηκε από το φασιστικό πραξικόπημα που οργάνωσε η Ελληνική Χούντα 47 χρόνια πριν και την στρατιωτική επέμβαση της Τουρκίας που ακολούθησε και που οδήγησε στη διαίρεση της χώρας μας και πως το σημερινό καθεστώς του διαχωρισμού θα πρέπει να τερματιστεί.
Καλούμε τους ηγέτες να επανέλθουν στο τραπέζι των συνομιλιών για μια συνολική λύση του Κυπριακού προβλήματος στη βάση μιας επανενωμένης Διζωνικής Δικοινοτικής Ομοσπονδίας, ενός κράτους μέλους της ΕΕ με μια κυριαρχία, μια ιθαγένεια και μια διεθνή προσωπικότητα όπως αυτή ορίζεται στα ψηφίσματα των Ηνωμένων Εθνών, από το σημείο που αυτές σταμάτησαν το 2017; σαν συνέπεια με τις συγκλήσεις που επιτεύχθηκαν μεταξύ των δύο πλευρών, τη Κοινή Διακήρυξη των δύο Ηγετών και το Πλαίσιο Γκουτέρες, καλούμε τις πλευρές να προχωρήσουν αποφεύγοντας ενέργειες που θα ενισχύουν την ένταση.
