İki Toplumlu Barış İnisiyatifi – Birleşik Kıbrıs
Açıklama
Crans Montana’da gerçekleştirilen konferansın başarısızlığa uğramasıyla birlikte müzakere sürecinin açmaza girmesi, adayı yeniden birleştirme çabalarına ciddi darbe vurdu. İki tarafın devam eden karşılıklı suçlama oyunu ve seçim öncesi kampanyalar, her iki toplumdaki Çözüm’e karşı olan güçlerin adayı yeniden birleştirme umutlarını zayıflatmaları için zemin hazırlamaktadır. Siyasi iklim hızlı bir şekilde bozulurken, Kıbrıslı Türk ve Kıbrıslı Rum toplumundaki geniş kitlelerin, barışın sağlandığı birleşmiş bir federal Kıbrıs umudunu korumak için mevcut gelişmelere müdahale etmesi gerekmektedir.
Her iki toplumdan 70 örgütü bir araya getiren İki Toplumlu Barış İnisiyatifi – Birleşik Kıbrıs olarak ifade ediyoruz ki:
- Aranan çözüm, Kıbrıs’ta ve bölgemizde kalıcı bir barış ve istikrarın sağlanması için, BM önerilerinde ve iki liderin anlaşmalarında da tanımlandığı gibi, iki toplumun siyasal eşitliğine dayanan, tek bir uluslararası kimliğe, tek vatandaşlığa ve tek egemenliğe sahip, iki bölgeli, iki toplumlu bir Birleşik Federal Kıbrıs temelinde olmaya devam etmek zorundadır.
- Birleşmiş Milletler Genel Sekreteri’nin Crans Montana’da yaptığı müdahale ve öneriler ile yakın zamanda yayınlanan Raporu, Çözüm yolunda ilerleme kaydedilmesi açısından çok önemli kabul edilmektedir. Crans Montana’da başarısızlığa yol açan engeller, halk tarafından aşılabilir olarak kabul edilmekte ve görüşmelerin çökme nedenleri kabul edilemez olarak görülmektedir.
- İki toplumun mevcut Liderleri, Kıbrıs sorununu çözmek gibi net bir görevle seçildiyseler de, şu anda hakim olan seçim öncesi gelişmelerin, seçim sonrası gelişmelerle ilgili çok az bir umut bırakacak şekilde tüm süreci baltaladığı görülmektedir. Liderlerin halkın beklentilerini karşılamaları şarttır. Toplum liderlerinin BM Genel Sekreteri’nin davetine olumlu yanıt vererek Crans Montana’daki masada cevapsız kalan kilit sorular hakkındaki görüşlerini açıkça söylemeleri ve böylece sürecin yeniden başlatılmasının yolunun açılması acil bir ihtiyaçtır. Kıbrıslı Türk ve Kıbrıslı Rum toplumunun geniş kesimleri, siyasi irade var olduğu sürece farklılıkların üstesinden gelmenin zor olmadığına inanmaktadır.
İki Toplumlu Barış İnisiyatifi – Birleşik Kıbrıs, liderleri ve BM Genel Sekreteri’ni, Kıbrıs’ın her iki tarafındaki insanların ortak seslerine kulak vermeye ve yukarıda belirtilen temelde sorunun Çözümüne yönelik hızlı sonuçlar doğuracak bir süreç başlatmaya çağırıyor.
İnisiyatif, ayrıca, tüm siyasi partileri, küçük bir seçmen kitlesine sahip olmalarına rağmen müzakerelerin iklimini zehirlemelerine izin verilen ve görüşmelerin çöküşünden bu yana, diğer toplumla kurulan hoşgörü ve anlayış ikliminin daha da zarar görmesi için ilave adımlar atan (Grivas Anıtı’nın ziyaret edilmesi gibi vs.) aşırı sağ çevrelerinin saf dışı bırakılması için adım atmaya çağırıyor.
Barışın sağlandığı birleşik Kıbrıs’a dair ortak vizyonun, seçim öncesi popülizminin kurbanı olmasına izin veremeyiz. Barış, faşizmin güçlenmesine sebep veren milliyetçiliğe ve aşırılığa yol açan seçim kampanyacılarının ellerine bırakılmayacak kadar değerlidir.
Yukarıda bahsi geçen temeller üzerine kurulacak görüşmeler dışında izlenecek herhangi bir yol, ülkemizi daha fazla çatışmaya ve çatışmayı besleyecek bir geleceğe götürecektir. İki toplumlu hareket, bu süreci korumaya ve birleşmiş bir ülke ve barışçıl bir gelecek için ortaya konacak uğraşlarını yoğunlaştırmaya kararlıdır.

Eylem Planı
Açıklamamızda açıkça belirtildiği gibi, İki Toplumlu Barış İnisiyatifi – Birleşik Kıbrıs, bölünmenin her iki tarafındaki Sivil Toplumun, Kıbrıs’ın birleşme umudunun ve barışçıl bir geleceğin hayatta kalmasını sağlamak için harekete geçmesini mutlak bir gereklilik olarak görüyor. Yakın gelecekte gerçekleştirmeyi planladığımız bir dizi eylem şu şekildedir:
- Her iki Liderle görüşerek, çözüme yönelik ivedi planları hakkında bilgi almak ve BM Genel Sekreteri’nin çağrısına olumlu cevap verme konusundaki tutumumuzu sunmak istiyoruz.
- BM Genel Sekreteri Kıbrıs Temsilcisi Sn. Elizabeth Spehar ve AB Komisyonu Kıbrıs Temsilcisi ile görüşerek her iki toplumdaki Sivil Toplumun görüşlerini sunmak istiyoruz.
- Aynı zamanda Kıbrıs konusunda kilit rol oynayan ülkelerin Kıbrıs Elçileri ile görüşmek istiyoruz.
- Yunanistan Başbakanı ile, Türkiye Cumhurbaşkanı Erdoğan ve diğer siyasi güçler ile yapacağı görüşmelerle ilgili görüşleri ve Atina’da geniş bir toplantı düzenlenmesi ile ilgili olarak toplantı yapılması çabası içindeyiz. Türkiye’de de benzer temaslar gerçekleştirmeyi umuyoruz.
- Önümüzdeki bahar döneminin başlarında birçok örgütün ve uzmanın katılacağı, adanın birleşmesi ile ilgili önemli konuları ele alan geniş spektrumlu bir konferans düzenlenmesi için girişimlerimizi başlatmış bulunmaktayız.
- Önemli konularda görüşleri içeren belgeleri hazırlayacak ve faaliyet önerilerinde bulunacak daimi komitelerin kurulması sürecini başlatmış bulunmaktayız. Birinci adım olarak, Birleşmiş Milletler Genel Sekreteri’nin sunduğu Güvenlik Konuları ve Uygulamaya İlişkin Antlaşma üzerinde çalışacak olan bir komite oluşturularak, mümkün olan en kısa sürede bir Çalıştay düzenlenmesi amaçlanmaktadır.

Bi-communal Peace Initiative – United Cyprus
Declaration
The current stalemate of the negotiation process following the failure of the conference at Crans Montana has struck a severe blow at the efforts to reunite the island. The continuing blame game played by the two sides and the pre-election campaigns are giving ground to the forces opposing Solution on both sides of the divide to undermine every prospect to reunify the island. While the political climate is deteriorating fast, the broad masses of T/C and G/C need to intervene in current developments to protect the prospect of a peaceful, reunited federal Cyprus.
The Bi-communal Peace Initiative – United Cyprus, bringing together more than 70 organizations from both sides of the divide, declares that:
- The Solution being sought needs to continue to be on the basis of a bi-zonal, bi-communal United Federal Cyprus with a single international identity, single citizenship and single sovereignty, based on the political equality of the two communities, as defined in the relevant UN resolutions and the agreements of the two community leaders, for the creation of enduring peace and stability in Cyprus and our region.
- The intervention and proposals of the Secretary General of the United Nations at Crans Montana and through his Report that has recently been published are considered pivotal for achieving progress for a Solution to the The stumbling blocks that led to the failure at Crans Montana are considered by common people as bridgeable, classifying the causes of collapse as unacceptable.
- While the current Leaders of the two communities have been elected with a clear mandate to solve the Cyprus problem, the current pre-election developments appear to be undermining the whole process leaving little prospect for developments after the elections. It is essential that the Leaders live up to the expectations of the people. The need to respond immediately to the call of the UN SG by responding positively to his invitation to clarify their position on the key questions on the table at Crans Montana thereby opening up the way for a resumption of the process is an urgent need. For the broader masses of the T/C and G/C there is no difficulty to bridge the differences as long as the political will is there.
The Bi-communal Peace Initiative – United Cyprus calls on the leaders of the communities and the UN SG to hear the voice of common people from both sides of the divide and urgently engage in a process that will yield immediate results leading to a Solution of the problem on above basis.
The Initiative further calls on all political parties to take steps to marginalize far right elements who have, despite their small constituency, been allowed to poison the climate of the negotiations and are, since the collapse of the talks, taking additional steps to further destroy the climate of tolerance and understanding with the other community (viz. Grivas monument).
We cannot allow the common vision of a peaceful reunited Cyprus to become a victim of pre electoral populism. Peace is too precious to be left to the hands of election campaigners that open the way to nationalism and extremism allowing fascism to grow.
Any route other than negotiations on above basis will lead to further confrontation and a future that will breed conflict. The Bi-communal movement is determined to safeguard this process and will intensify its efforts to work for a reunited country and a peaceful future.
