İki Toplumlu Barış İnisiyatifi – Birleşik Kıbrıs
Bildiri
Kıbrıs, şu anda, sonuçları belirsiz bir çatışmaya dönüşebilecek bir krizin eşiğinde durmaktadır. İsviçre’deki görüşmelerin çökmesinden hemen sonra, müzakerelerin çıkmaza girmesiyle, adanın çevresindeki hidrokarbon yataklarındaki gelişmeler tehlikeli bir açmaza işaret etmektedir. İki Toplumlu Barış İnisiyatifi – Birleşik Kıbrıs, gelişmelerle ilgili derin endişelerini dile getirmek ve aşağıdaki hususların altını çizmek istemektedir:
- Kıbrıs’ın çevresindeki hidrokarbon yatakları ile ilgili krizi çözmek için gerekli tedbirlerin acilen alınması gerekmektedir. İki toplumun parçalanması yerine, gaz rezervlerinin keşfi ve kullanılması, tüm Kıbrıslıların menfaati için birleştirici bir nokta haline gelmelidir.
- Suriye ve diğer yerlerde yaşanan gelişmeler, Kıbrıs’ı, etkileri her geçen gün daha şiddetli hale gelen çatışmaların tırmandığı bir ortamda bırakarak tüm bölge için tehlike oluşturmaktadır.
- İki Toplumlu Barış İnisiyatifi – Birleşik Kıbrıs, Kıbrıs’taki Özel Ekonomik Bölge’de hidrokarbon varlığının, yeniden birleşmiş bir Kıbrıs’ta geliştirilmesi halinde barış için katalizör olabileceğini ve özellikle Türkiye ve Yunanistan’a atıfta bulunarak, Doğu Akdeniz’in tümünün işbirliği ve refahını olumlu şekilde etkileyeceğini birçok platformda bildirmiştir.
- Bu bildiri ile gelişmelerin çatışmaya dönüşmesini önlemek ve müzakere sürecini yeniden yürürlüğe koymak için harekete geçmeye çağrı yapmaktayız. BM Parametrelerine bağlı olarak gelinen noktada, eksik olan siyasi irade ortaya konulmalı ve Birleşik Federal Kıbrıs’a ulaşılmalıdır.
İki toplumlu Barış İnisiyatifi – Birleşik Kıbrıs, toplum liderlerini ve Birleşmiş Milletler Genel Sekreteri’ni, bölünmenin her iki tarafındaki insanların seslerine kulak vermeye ve yukarıda belirtilen zeminde ivedi sonuçların alınacağı ve sorunun çözümünü sağlayacak bir süreçte rol almaya çağırıyoruz. Birleşmiş Milletler Genel Sekreteri’nin çizdiği çerçeve zemininde müzakere sürecinin herhangi bir ön koşul olmaksızın yeniden başlaması acil bir ihtiyaçtır!

Δικοινοτική Πρωτοβουλία Ειρήνης- Ενωμένη Κύπρος
ΔΗΛΩΣΗ
Η Κύπρος βρίσκεται τη στιγμή αυτή ενώπιον μιας κρίσης η οποία μπορεί να εξελιχθεί σε αντιπαράθεση, με άγνωστες συνέπειες. Μετά την κατάρρευση των συνομιλιών στην Ελβετία και το αδιέξοδο που προέκυψε στις διαπραγματεύσεις, αντιμετωπίζουμε μια επικίνδυνη κατάσταση που σχετίζεται με την εκμετάλλευση των υδρογονανθράκων στη περιοχή της Κύπρο. Η Δικοινοτική Πρωτοβουλία Ειρήνης- Ενωμένη Κύπρος θα ήθελε να εκφράσει τη βαθιά της ανησυχία σχετικά με τις εξελίξεις και να υπογραμμίσει τα εξής:
- Απαιτείται άμεση δράση για την εκτόνωση της κρίσης που σχετίζεται με τους υδρογονάνθρακες που περιβάλλουν την Κύπρο. Αντί της αντιπαράθεσης μεταξύ των δύο κοινοτήτων, η ανακάλυψη και αξιοποίηση των αποθεμάτων φυσικού αερίου θα πρέπει να μετατραπεί σε πόλο ενότητας προς όφελος όλων των Κυπρίων.
- Οι εξελίξεις στη Συρία και αλλού αποτελούν κίνδυνο για ολόκληρη την περιοχή, τοποθετώντας έτσι την Κύπρο σε ένα περιβάλλον κλιμακούμενης έντασης με τις επιπτώσεις να χειροτερεύουν όλο και περισσότερο.
- Η Δικοινοτική Πρωτοβουλία Ειρήνης- Ενωμένη Κύπρος έχει επανειλημμένα εκφράσει τη θέση ότι η παρουσία υδρογονανθράκων στην ΑΟΖ της Κύπρου μπορεί να αποτελέσει καταλύτη για την ειρήνη αν αναπτυχθεί σε μια επανενωμένη Κύπρο, επηρεάζοντας θετικά τη συνεργασία και την ευημερία του συνόλου της Ανατολικής Μεσογείου με ιδιαίτερη αναφορά στην Τουρκία και την Ελλάδα.
- Αυτό ουσιαστικά απαιτεί τη λήψη μέτρων για την αποτροπή εξελίξεων που θα μπορούσαν να οδηγήσουν σε σύγκρουση και για την επαναφορά της διαπραγματευτικής διαδικασίας στη σωστή πορεία. Στη βάση των παραμέτρων του ΓΓ του ΟΗΕ και στηριγμένοι στο κοινό έδαφος που επιτεύχθηκε μέχρι τώρα θα πρέπει να επιστρατευθεί η απαραίτητη πολιτική βούληση για να επιτύχουμε μια επανενωμένη Ομόσπονδη Κύπρο.
Η Δικοινοτική Πρωτοβουλία Ειρήνης – Ενωμένη Κύπρος καλεί τους Ηγέτες των δύο κοινοτήτων και τον ΓΓ του ΟΗΕ να ακούσουν τη φωνή των απλών ανθρώπων και από τις δύο πλευρές του συρματοπλέγματος, δρομολογώντας μια διαδικασία που άμεσα θα φέρει αποτελέσματα για την επίλυση του προβλήματος στην πιο πάνω βάση. Είναι επείγουσα ανάγκη η επανέναρξη της διαδικασίας των συνομιλιών στη βάση του πλαισίου που έθεσε ο Γενικός Γραμματέας των Ηνωμένων Εθνών, χωρίς οποιουσδήποτε όρους.

Bi-communal Peace Initiative – United Cyprus
Statement
Cyprus is currently before a crisis that may escalate into a confrontation, with unknown consequences. Soon after the stalemate in the negotiations after the talks collapsed in Switzerland, we are before a dangerous standoff related to the development of the hydrocarbon fields around Cyprus. The Bi-communal Peace Initiative – United Cyprus would like to express its deep concern regarding the developments and underline the following:
- Immediate action is required to defuse the crisis around the hydrocarbon fields surrounding Cyprus. Rather than the two communities being torn apart, the discovery and utilization of the gas reserves must become a unifying factor for the benefit of all Cypriots.
- The developments in Syria and elsewhere pose dangers for the whole area putting Cyprus in an environment of escalating conflict with the repercussions becoming ever more severe.
- The Bi-communal Peace Initiative – United Cyprus has on many occasions expressed the position that the presence of hydrocarbons in Cyprus EEZ can be a catalyst for peace if developed in a reunited Cyprus, positively affecting the cooperation and prosperity of the whole of the Eastern Mediterranean with particular reference to Turkey and Greece.
- This essentially calls for action to prevent developments escalating into conflict and pull the negotiation process back on track. Based on SG of UN parameters and the common ground reached at the negotiations up to now, the missing political will should be put forth to achieve a United Federal Cyprus.
The Bi-communal Peace Initiative – United Cyprus calls on the leaders of the communities and the UN SG to hear the voice of common people from both sides of the divide and urgently engage in a process that will yield immediate results leading to a Solution of the problem on above basis. Reconvening the negotiation process on the basis of UN SG framework, without any preconditions, is an urgent need!
