5 Ekim 2017 – Dünya Öğretmenler Günü dolaysıyla Eğitim Enternasyonali’ne (EI) üye 6 Kıbrıslı Öğretmen Sendikası olarak ara bölgedeki Dayanışma Evinde Ortak Basın Toplantımız gerçekleştirildi.
Bildiri metnini EI Avrupa yapısı olan Avrupa Sendikalar Konfederasyonu Eğitim Komitesi’nin (ETUCE) Kıbrıs Dönem Temsilcisi olan KTOEÖS adına Tahir Gökçebel okudu ve 5 Ekim Perşembe günü Dayanışma Evinde 19:00 – 22:00 saatleri arasında gerçekleştirilecek iki toplumlu 5 Ekim Resepsiyonuna tüm öğretmenleri davet etti. Ardından metnin Yunancasını POED Başkanı Filios Filaktou okudu
GÜÇLÜ ÖĞRETMEN – ÖZGÜR ÖĞRETİM
Her yıl 5 Ekim’de düzenlenen Dünya Öğretmenler Günü (WTD), eğitim camiasının tamamı için önemli bir olaydır. Öğretmenlik mesleğini kutlamak ve ILO / UNESCO Öğretmenlerin Statüsüne ilişkin Tavsiye Kararını (1966) ve Yüksek Öğretim Akademik Personelinin Durumuna İlişkin Tavsiye Kararını (1997) teşvik etmek için bir fırsattır. Erken Çocukluk Eğitimi Personeli için İnsana Yakışır İş Sağlığının İyileştirilmesine İlişkin ILO Politika Rehberi tarafından tamamlanan bu araçlar, öğretim mesleği için uluslararası standartları tanımlamaktadır.
Bu yılki Dünya Öğretmenler Günü teması: “Güçlü Öğretmen – Özgür Öğretim” olarak belirlenmiştir. Bu yılki Dünya Öğretmenler Günü, Yüksek Öğretim Akademik Personelinin Durumuna İlişkin Tavsiye kararının kabul edilmesinin 20. yıldönümünü kutluyor.
Yüksek öğrenim kurumlarındaki çalışanların çalışma koşullarını iyileştirmek için bu önemli belge hükümlerini uygulamak acil bir ihtiyaçtır. Eğitim Enternasyonali araştırması ve diğer araştırmalardan elde edilen veriler, akademik personelin ve diğer çalışanların mesleki statüleri, şartları ve çalışma koşullarının büyük ölçüde ihmal edildiğini göstermektedir. Sonuç olarak, güvencesiz istihdam koşulları son yıllarda dünyada önemli ölçüde artmıştır. Aynı zamanda, akademik özgürlük, öz-yönetim ve mesleki işbirliği gibi temel ilkeler benzeri görülmemiş şekilde tehlike altındadır.
Bu temel ilkeler yalnızca eğitim, öğretim ve araştırma hakkı için değil, aynı zamanda insanlığın ilerlemesi ve sürdürülebilir kalkınma için de kritik öneme sahiptir.
Öğretmenler birçok ülkede çok zor koşullar altında çalışmaya devam etmektedirler. Örneğin, çatışma, şiddet içeren aşırıcılık ve siyasi müdahaleler, öğretmenlerin hayatlarını tehlikeye atmakla kalmayıp aynı zamanda mesleki özerkliklerini ve öğretme özgürlüğünü de engellemeye devam ediyor. Katı dış hesap verebilirlik mekanizmaları, birçok özelleştirme savunucusu tarafından desteklenen kontrol altında öğretim yöntemleri ve ders planları uygulanması öğretmenlik mesleğinin statüsünü zayıflatmaya devam etmektedir.
Bu olumsuz eğilim tersine çevrilmelidir. Hükümetler ve işverenlerin, öğretmenlerin yetkilendirilmelerini, takdir edilmeleri, onurlandırılmaları ve saygı görmelerini sağlamakla yükümlüdür. Öğretmenleri, akademisyenleri ve eğitim personelini değerlendirebilmek için, iyi çalışma koşulları, kaynakları yeterli, güvenli ve sağlıklı çalışma ortamları, güven, mesleki özerklik, mesleki eğitim, akademik özgürlük, yüksek kaliteli eğitim ve sürekli mesleki gelişim ve de destek sağlanmalıdır.
Öğretmenlerin sesi 5 Ekim’de tüm dünyada duyulmalı ve hükümetlere öğretmenler için UNESCO / ILO Tavsiyelerinin tam olarak uygulanmasını sağlayarak, öğretmenlik mesleğinin statüsünü iyileştirme yükümlülüğünü hatırlatırız.
Kıbrıslı Rum ve Kıbrıslı Türk tüm öğretmenler bir eğitimci olarak Kıbrıs Sorununun çözümüne katkıda bulunmakla görevlidir. Ülkemizde özgürce yaşamak, insan haklarının ve temel özgürlüğün saygısını ve uygulanmasını güçlendirmek için hepimize görev düşmektedir. Okullar, kurumlar ve öğretmenler demokrasi, adalet, karşılıklı saygı ve karşılıklı anlayış değerlerini geliştirerek bu çabayı destekleyebilir.
Eğitim, ülkelerdeki çatışmayı üretmekte veya çözmekte rol oynamaktadır. Kıbrıs’taki eğitim, farklı gruplar arasında eşitliği, çoklu düşünceyi, barış kültürü değerlerini benimseyen, kimliği çoklu olarak düşünebilen vatandaşları yetiştirmelidir. Okulların vatandaşları demokratik, insancıl ve barışçıl yollarla eğitmesi gerekmektedir.

Teaching In Freedom, Empowering Teachers
World Teachers’ Day (WTD), held annually on 5 October, is an important event for the entire educational community. It is an opportunity to celebrate the teaching profession and to promote the ILO/UNESCO Recommendation concerning the Status of Teachers (1966) and the UNESCO Recommendation concerning the Status of Higher Education Teaching Personnel (1997). Complemented by the ILO Policy Guidelines on the Promotion of Decent Work for Early Childhood Education Personnel, these instruments define international standards for the teaching profession.
The theme for this year’s World Teachers’ Day is: “Teaching in freedom, empowering teachers”. This year’s World Teachers’ Day marks the celebration of the 20th anniversary of the adoption of the UNESCO Recommendation concerning the Status of Higher-Education Teaching Personnel.
There is an urgent need to implement the provisions of this important instrument in order to improve the working conditions of staff in higher education institutions. Evidence from EI research and other studies demonstrates that the professional status, terms and working conditions of academic and other staff remain largely neglected. As a result, precarious employment conditions have increased considerably in recent years across the world. At the same time, fundamental principles, such as academic freedom, self-governance and collegiality, are being challenged in unprecedented ways. These fundamental principles are not only critical for the right to education, teaching and research, but also for the advancement of humanity and sustainable development.
Teachers continue to work under very difficult conditions in far too many countries. Conflict, violent extremism and political interference, for example, continue, not only to put teachers’ lives at risk, but to also hinder their professional autonomy and freedom to teach. Rigid external accountability mechanisms and control and the imposition of scripted teaching methodologies and lesson plans, promoted by many proponents of privatization, continue to undermine the status of the teaching profession.
This negative trend must be reversed. Governments and employers have an obligation to ensure that teachers are empowered, valued, honoured and respected. Valuing teachers, academics, and all education personnel should entail the provision of decent working conditions, well-resourced, safe and healthy working environments, trust, professional autonomy, collegiality, academic freedom, high quality initial training and continuous professional development and support, among others.
The voices of teachers must be heard throughout the world on 5th October and governments must be reminded of their obligation to improve the status of the teaching profession by ensuring the full implementation of the UNESCO/ILO Recommendations on teachers.
With our voices lifted together, we can put pressure on governments and the international community to empower teachers to build sustainable and democratic societies.
We, as Greek/Cypriot and Turkish/Cypriot teachers and unionists, strongly believe that we have to develop a culture of reconciliation which is very important in the effort to reunite our country, Cyprus, for a better future, for us, for our children and for the generations to come.
It is a default duty for all of teachers in Cyprus, Greek/Cypriots and Turkish/Cypriots, from the stand of an educator, to the solution of the Cyprus Problem. It is our immense indebtedness to provide the basis for all of us, to freely live in our country and to strengthen the respect and the implementation of human rights and fundamental freedom. Schools, institutions and teachers can support this effort by promoting the values of democracy, justice, mutual respect and mutual understanding.
Education has a role to play in producing or resolving the conflict in countries. Education in Cyprus needs to raise citizens that believe in equality between different groups, that can think about identity in multiple terms and that adopted the values of culture of peace. Schools need to educate citizens in a democratic, humanitarian and peaceful manner.
